WASHINGTON (AP) ? Democrats and Republicans say signs of progress are emerging in urgent negotiations to avert the looming 'fiscal cliff' ahead of a midnight deadline.

A person familiar with the negotiations says Democrats have offered to extend tax cuts for families making up to $450,000 a year and individuals making up to $400,000. President Barack Obama originally wanted the tax cuts to be extended only for families making up to $250,000 a year.

Unless an agreement is reached and approved by Congress by the start of New Year's Day, more than $500 billion in 2013 tax increases will begin to take effect and $109 billion will be carved from defense and domestic programs

The person familiar with the talks requested anonymity in order to discuss the internal negotiations.

Broncos take top spot with 38-3 win over Chiefs

DENVER (AP) ? Peyton Manning figured one one-handed catch deserved another.

So, up the ladder he went ? throwing the ball high in the back of the end zone to Demaryius Thomas.

Thomas leaped and brought it down with his right hand, then got both feet down inside the line for a touchdown. With that, he joined Eric Decker in Denver's one-handed-touchdown club Sunday and gave the Broncos another otherworldly highlight to go with their home-field advantage throughout the playoffs after a 38-3 runaway over the Kansas City Chiefs.

"They claim they can do that all the time," said cornerback Champ Bailey, who got to watch the replays of both catches about a half-dozen times on the scoreboard. "They say they practice that. I don't see it. But as long as they do it on Sunday, I'm all for it. Those are some great, hard-working boys and I expect nothing less."

Manning, in search of his fifth MVP award and, yes, a second Super Bowl title, finished 23 for 29 for 304 yards, three scores and a 144.8 passer rating. One of his main competitors for the award, Adrian Peterson of the Vikings, ran for 199 yards to reach 2,097 for the season in a 37-34 win over Green Bay that secured a playoff berth.

That one went down to the wire. Manning was out of his game by the fourth quarter.

This was the second straight Sunday he used a grey-and-orange glove to prepare for the cold, playoff weather he could face at home the next two games.

"I threw it OK today, I guess," said Manning, who finished the season with 4,659 yards, 37 touchdowns and a 105.8 passer rating, all second best in his 15-year career.

Thanks to Houston's 28-16 loss to Indianapolis before the Broncos kicked off, Denver (13-3) will be the top seed for the sixth time. The Broncos made the Super Bowl four of the previous five times they've had home-field advantage.

Though the Chiefs (2-14) gave the Broncos as tough a tussle as anyone during their 11-game winning streak ? in a 17-9 loss last month ? this wasn't expected to be much of a game. It wasn't.

Leave it to Manning, ever the perfectionist, to ramp up the degree of difficulty.

On the 16-yard touchdown to Decker, Manning slightly overthrew the pass but Decker reached out with his left hand, brought the ball into his helmet, had it pinball against his facemask twice, then cradled it with both hands as he was falling to the ground.

"Peyton throws the ball up, giving us a chance to make a play. It's our job to catch it," Decker said.

The 13-yard touchdown to the 6-foot-3 Thomas mirrored a TD pass Manning threw to Decker last week against Cleveland: high in the back of the end zone where only his receiver could catch it.

"That was probably the limit right there," Manning said. "But I've seen him in practice. He can jump. He can really elevate. It's hard to throw it over his head, I'll say that."

The Thomas touchdown made it 28-3 and the celebration was on. The only trip the Broncos will have to make on their road to a championship would be to New Orleans for the Super Bowl. They'll open the playoffs at home Jan. 12 against Baltimore, Cincinnati or Manning's old team, the Colts.

Coach John Fox, in search of his second trip to the Super Bowl, won his 100th career game. Thomas and linebacker Wesley Woodyard congratulated him with a big splash of orange Gatorade at the end.

"It's an accomplishment, but it's something that was a lot of people's work. It wasn't one guy," Fox said.

Nor would Manning take all the credit for all he's accomplished in this, a comeback season in which he didn't know what to expect.

This marked his 73rd three-touchdown game, surpassing the record held by Brett Favre. Manning closed the regular season only 41 yards short of his career high.

"It's been a gratifying regular season," Manning said. "I will admit that. It is certainly more than I expected. I'm grateful and humble for it."

On the other end of the spectrum are the Chiefs, who, like the Broncos, had five Pro Bowlers on their roster, but finished with 119 yards of offense and wrapped up the first pick in next year's draft.

Coach Romeo Crennel watched the game from the sideline, leaning on a crutch, after having his knee drained of fluid earlier in the week. Many in Kansas City expect him to be unemployed soon.

"I told him it's been a long one," Chiefs defensive lineman Shaun Smith said about his postgame conversation with Crennel. "Sorry it didn't turn out the way (we wanted). I have faith in you and that's all that matters."

The Broncos swept their division games for the first time since 1998 ? the last time they won the Super Bowl.

John Elway retired after that one. Now, he's back, running Denver's front office, and he signed Manning with only one goal in mind: a third Lombardi Trophy.

For a brief glimmer, this could have been a game. The Broncos led 7-0 when Ronnie Hillman fumbled and Chiefs cornerback Brandon Flowers picked it up and was sprinting toward the end zone.

Manning cut off the Flowers return, allowing tight end Joel Dreessen to drag down Flowers at the 12. The Chiefs settled for a field goal and the Broncos scored the next 31 points.

Notes: Chiefs RB Jamaal Charles had 53 yards to finish the season with 1,509. ... Broncos FS Rahim Moore got his first career sack and Von Miller had one to bring his season total to 18?. ... Hillman wasn't seen against after his fumble. Lance Ball replaced him as Knowshon Moreno's backup and led the team with 66 yards on 15 carries.

Gulf firms rework mobility strategies ? 70% of businesses feel global ...

KUWAIT: In a globally connected world, companies both in the Middle East and across the globe, are readdressing their mobility strategies; many surveyed organizations plan to review their global mobility strategies in 2013, says Maya Rafii Zaatari, director, Human Resources, Deloitte Middle East.

Organizations are aware of both the requirements and the current limitations of their global mobility programs; however they are not translating that awareness into improvement and change, according to a new report by Deloitte. This is based on the latest annual survey of almost 200 HR, talent and global mobility professionals from companies around the world, entitled Strategic Moves. Findings in this study are particularly relevant to Middle East companies moving into regionalization structures, and international markets to compete effectively in these new markets and succeed in attracting and deploying employees and leaders to meet their business objectives. ?As more and more companies expand their operations globally, and many companies based in the Middle East begin to operate across the region, the challenge to source the right talent and meet client needs is evidently growing. Many regional firms are seeking candidates with international experience to assume leadership posts in different industries,? said Zaatari. In many Middle Eastern countries, particularly in the GCC, it is integral that strategies to improve global mobility are put into place, to ensure the right expertise is being offered to clients when needed,? she added. Brett Walsh, Global Human Capital leader, DTTL, says: ?The survey results show that organizations recognize the need for a global, mobile workforce to support their business strategies.

However, despite a keen awareness of worldwide mobility issues, there is slow progress to make the relevant improvements. Where organizations are taking steps, they appear to be aligning their international mobility strategies with functional needs, rather than also focusing on developing the next generation of global leaders with international experience required to run the global organizations of the future.? According to the report, a mere 2% of organizations see their global mobility functions as world class, and only 12% perform assessments of their mobility practices and make clear links back to improvement efforts they need to make. The Deloitte survey also highlights that 70% of business and HR stakeholders believe that global mobility in their organizations is underperforming and needs improvement.

Different requirements of global mobility Organizations recognize global mobility as an important tool to support the top strategic business issues and support the business in addressing the top three strategy issues: emerging geographical markets, such as the Middle East (100%), increasing globalization (99%), and increasing competition (98%). However, on average, less than 30% are using mobility to completely address those issues. ?In a globally connected world, companies both in the Middle East and across the globe, are readdressing their mobility strategies. In fact, one third of the organizations surveyed say they are planning on reviewing their global mobility strategies in the next 12 months, including reviewing the alignment with business issues and goals,? said Zaatari. Perception of the global mobility function Survey respondents were asked whether they felt global mobility was a purely administrative function, a strategic value-add, or both. Those in business HR roles were most likely to see it as strategic (42%). However, in stark contrast, those tasked with high-level talent and reward responsibilities and the ability to elevate global mobility to the realm of strategy ? were most likely to see it as just administrative (42%).

Assessment There is a widespread recognition of the need to improve the services that mobility teams provide; however the vast majority of organizations surveyed (88%) are undertaking only a limited assessment of the services that are currently being offered.

The way forward In order to align global mobility strategies with business? issues and goals in the longer term, global mobility will need to support business more effectively by providing global workforce management, where they manage an organization?s global supply and demand of skills and talent. This will require the mobility function to acquire new skills and capabilities. Brett Walsh concludes: ?If positioned appropriately, by adding global workforce management capabilities to its suite of services, global mobility can be the key player in solving an organization?s long-term skill supply-anddemand talent gaps. This will require a departure from the current model and a strong vision of the future. ?Organizations need to make two types of investments in order to achieve this. Firstly, they need to invest in their wider functional HR capabilities such as integrated HR, talent and global mobility technologies to facilitate global standard reporting across various employee metrics. Secondly, this initial investment will then allow them to invest ahead of the talent demand curve to create the required supply of talent to meet their future organization growth aspirations.??Agencies

Myrtle Beach Mayor John Rhodes recovering from surgery in Charleston

MYRTLE BEACH -- Mayor John Rhodes is expected to make a full recovery after having surgery to remove a blood clot from his brain Saturday morning at the Medical University of South Carolina in Charleston, said city spokesman Mark Kruea.

Rhodes, 69, was initially admitted to Grand Strand Regional Medical Center on Thursday afternoon when his blood pressure spiked. Concern over complications from the condition and a possible brain aneurysm sent him to MUSC for further testing Friday that led to the weekend surgery.

City Councilman Mike Chestnut said he spoke to Rhodes Friday night.

?He sounded pretty positive and pretty upbeat,? he said. ?Hopefully, he?ll be coming home soon.?

Rhodes, who is in his second term as mayor after first being elected in 2005, is expected to return to Myrtle Beach early next week, Kruea said.

Rhodes is executive director of the Beach Ball Classic, the annual basketball tournament that continued with semi-final games Saturday night at the Myrtle Beach Convention Center. There was a buzz around the games both Thursday and Friday when people noticed the mayor wasn?t in his usual courtside spot.

?When you think about the Beach Ball you immediately associate it with John Rhodes,? said Tommy Johnson, eight-year coach of the tournament host Socastee High boys? basketball team.

Rhodes has spent the final week of each year since the Beach Ball Classic moved to the Myrtle Beach Convention Center in 1994 sitting at his customary chair along press row or roaming the convention center.

?It?s just strange when you?re here for two or three days and don?t see him at all because this is just his passion and his love and it has gotten to be where it is because of John Rhodes, so it is strange him not being here,? Johnson said Saturday. ?Thank the Lord I heard today the procedure went well so he?ll be back with us.?

Encouraging messages were shared on Facebook pages for both the Beach Ball Classic and the mayor?s wife Terri Springs Friday evening. Both showed pictures of the mayor in the hospital saying he was ?doing just fine.?

A new private venture aims to sell manned trips to the moon by 2020, its founders announced today (Dec. 6).

The company, called Golden Spike (after the final spike built into the First Transcontinental Railroad), plans to sell each moon mission for about $1.5 billion ? a relative bargain, said the company's president and CEO Alan Stern, a former director of NASA?s Science Mission Directorate.

For the same price as many unmanned robotic missions, Golden Spike will provide a round trip for two humans to the moon.

"We're selling to nations, corporations and individuals," Stern told SPACE.com. "Get in line ? and I think it's going to be a long one." [How Golden Spike's Moon Landing Plan Works (Infographic )]

Stern and Golden Spike's chairman of the board of directors, Gerry Griffin, a former Apollo flight director and NASA Johnson Space Center director, announced their plans today at the National Press Club in Washington, D.C.

Shopping for a rocket

The company's leaders have not yet chosen a launch vehicle or space capsule to transport their passengers; Stern expects to make the final selections in 2014.

To keep costs low, Golden Spike will likely use existing or already-under-development rockets and spacecraft. However, the company will need to commission its own lunar lander and specially designed spacesuits. Stern called rumors that Golden Spike had already chosen SpaceX's Falcon 9 Heavy rocket "not true."

The company has been in the works, and under wraps, for two and a half years, Stern said.

"I don?t think anybody's got us beat," he added. "This is state-of-the-art cool."

The missions are being targeted at countries without their own space agencies or that can't afford to launch people to the moon independently, as well as scientific organizations and even private individuals looking to take the trip of a lifetime.

"We have spoken to space agencies from both Asian and European countries and found real interest," Stern said.

Mayor-elect Kirk Caldwell announces key 'historical' appointments

Mayor-elect Kirk Caldwell, who will be sworn into office on January 2, 2013, announced Saturday his appointments in the Mayor's Office, Managing Director's Office, and for the directorships of city agencies.

Ember Shinn has been named Managing Director, marking the first time in Honolulu history that a woman has been appointed to this key city management post.? The transition team received over 400 applications for employment with the new administration.

"I'm excited about the team we're building to manage the city," said Caldwell.?? "I'm proud of the fact that Ember will be the first woman Managing Director, and that we will have top people in my administration who are so dedicated to public service.?? What was striking in the interviews was that people chose to work for government because they want to accomplish something for the community and they feel they can make a difference."

Ember Shinn ? Managing Director.? Shinn served as the executive assistant to Acting Mayor Caldwell in 2010.? She has over twenty years of experience practicing law in California where she represented public and private entities in public law and employment litigation.? She served as General Counsel for Oakland Unified School District and the Peralta Community College District.? Shinn returned home to Hawaii in 2001, retired from the practice of law, and worked for the State House of Representatives as staff attorney for the Judiciary Committee and as special assistant and Chief of Staff for the Speaker of the House.

Georgette Deemer ? Deputy Managing Director.? Deemer served as the Director of Communications for the House of Representatives, where she worked with Caldwell when he was the House Majority Leader.? Indian gang-rape victim dies in Singapore hospital

NEW DELHI (AP) ? Shocked Indians on Saturday were mourning the death of a woman who was gang-raped and beaten on a bus in New Delhi nearly two weeks ago in an ordeal that galvanized people to demand greater protection for women from sexual violence.

Indian Prime Minister Manmohan Singh said he was aware of the emotions the attack has stirred, adding it was up to all Indians to ensure that the young woman's death will not have been in vain.

The victim "passed away peacefully" early Saturday at Mount Elizabeth hospital in Singapore with her family and officials of the Indian Embassy by her side, Dr. Kevin Loh, the chief executive of the hospital, said in a statement.

After 10 days at a hospital in New Delhi, the Indian capital, the woman was brought Thursday to Mount Elizabeth, which specializes in multi-organ transplants. Loh said the woman had been in extremely critical condition since Thursday, and by late Friday her condition had taken a turn for the worse, with her vital signs deteriorating.

"Despite all efforts by a team of eight specialists in Mount Elizabeth hospital to keep her stable, her condition continued to deteriorate over these two days," Loh said. "She had suffered from severe organ failure following serious injuries to her body and brain. She was courageous in fighting for her life for so long against the odds, but the trauma to her body was too severe for her to overcome."

The woman and a male friend, who have not been identified, were traveling on a bus in New Delhi after watching a film on the evening of Dec. 16 when they were attacked by six men who raped her. The men beat the couple and inserted an iron rod into the woman's body, resulting in severe organ damage. Both were then stripped and thrown off the bus, according to police.

Indian police have arrested six people in connection with the attack, which left the victim with severe internal injuries, a lung infection and brain damage. She also suffered from a heart attack while in the hospital in New Delhi.

Indian High Commissioner, or ambassador, T.C.A. Raghavan told reporters that the scale of the injuries the woman suffered was "very grave" and in the end "proved too much."

He said arrangements were being made to return her body to India later Saturday.

The frightening nature of the crime shocked Indians, who have come out in the thousands for almost daily demonstrations.

As news of the victim's death reached New Delhi early Saturday, hundreds of policemen sealed off the high-security India Gate area, where the seat of India's government is located, in anticipation of more protests. The area is home to the president's palace, the prime minister's office and key defense, external affairs and home ministries.

The area had seen battles between protesters and police for days after the attack.

Ten metro stations in the vicinity also were closed Saturday, said Rajan Bhagat, the New Delhi police spokesman.

Police were allowing people to assemble at the Jantar Mantar and Ramlila grounds, the main areas allotted for protests in New Delhi, Bhagat said.

Mourners began gathering at Jantar Mantar to express their grief and demand stronger protection for women and the death penalty for rape, which is now punishable by a maximum of life imprisonment. Women face daily harassment across India, ranging from catcalls on the streets, groping and touching in public transport to rape.

They put a wreath studded with white flowers on the road, lit a candle and sat around it in a silent tribute to the young woman. Members of a theatre group nearby played small tambourine and sang songs urging the society to wake up and end discrimination against women.

Dipali, a working woman who uses one name, said the rape victim deserved justice. "I hope it never happens again to any girl," she said.

Dozens of students of Jawaharlal Nehru University in New Delhi marched silently to the bus stop from where the rape victim and her friend had boarded the bus on Dec. 16. They carried placards reading "She is not with us but her story must awaken us."

Nehra Kaul Mehra, a young Indian studying urban and gender policing at Colombia University in the United States, said "We come from a feudal and patriarchal set-up where we value men more than women."

"We kill daughters before they are born. Those who live are fed less, educated less and segregated from boys," she said with a black band of protest around her mouth.

Meenakshi Ganguly, South Asia director of Human Rights Watch, said the woman's death was a sobering reminder of the widespread sexual violence in India.

"The outrage now should lead to law reform that criminalizes all forms of sexual assault, strengthens mechanisms for implementation and accountability, so that the victims are not blamed and humiliated," Ganguly said.

Prime Minister Singh said he understood the angry reaction to the attack and that he hoped all Indians would work together to make appropriate changes.

"These are perfectly understandable reactions from a young India and an India that genuinely desires change," Singh said in a statement Saturday. "It would be a true homage to her memory if we are able to channel these emotions and energies into a constructive course of action."

He said the government was examining the penalties for crimes such as rape "to enhance the safety and security of women."

"I hope that the entire political class and civil society will set aside narrow sectional interests and agendas to help us all reach the end that we all desire ? making India a demonstrably better and safer place for women to live in," Singh said.

Mamta Sharma, head of the state-run National Commission for Women, said the "time has come for strict laws" to stop violence against women. "The society has to change its mindset to end crimes against women," she said.

The tragedy has forced India to confront the reality that sexually assaulted women are often blamed for the crime, forcing them to keep quiet and discouraging them from reporting it to authorities for fear of exposing their families to ridicule. Police often refuse to accept complaints from those who are courageous enough to report the rapes, and the rare prosecutions that reach courts drag on for years.

Indian attitudes toward rape are so entrenched that even politicians and opinion makers have often suggested that women should not go out at night or wear clothes that might be seen provocative.

On Friday, Abhijit Mukherjee, a national lawmaker and the son of India's president, apologized for calling the protesters "highly dented and painted" women who go from discos to demonstrations.

"I tender my unconditional apology to all the people whose sentiments got hurt," he told NDTV news.

Several Indian celebrities reacted with sadness Saturday over the woman's death. Bollywood star Amitabh Bachchan tweeted, "Her body has passed away, but her soul shall forever stir our hearts."

Separately, authorities in Punjab state took action Thursday when an 18-year-old woman killed herself by drinking poison a month after she told police she was gang-raped.

State authorities suspended one police officer and fired two others on accusations they delayed investigating and taking action in the case. The three accused in the rape were arrested only on Thursday night, a month after the crime was reported.

"This is a very sensitive crime, I have taken it very seriously," said Paramjit Singh Gill, a top police officer in the city of Patiala.

The Press Trust of India reported that the woman was raped Nov. 13 and reported the attack to police Nov. 27. But police harassed the girl, asked her embarrassing questions and took no action against the accused, PTI reported, citing police sources.

Authorities in the eastern state of Chhattisgarh also suspended a police officer on accusations he refused to register a rape complaint from a woman who said she had been attacked by a driver.

BERLIN (AP) ? The case of an 87-year-old Philadelphia man accused by Germany of serving as an SS guard at Auschwitz has largely centered on whether he was stationed at the part of the death camp used as a killing machine for Jews.

Johann "Hans" Breyer ? while admitting he was an Auschwitz guard ? insists he was never there.

World-War II-era documents obtained by The Associated Press indicate otherwise.

The files provided by the U.S. Department of Justice in response to an AP request are now in the hands of German authorities, and could provide the legal basis for charging him as an accessory to the murder of hundreds of thousands of Jews in the Nazi death camp.

The retired toolmaker told the AP in September, when German authorities confirmed he was under investigation, that he was always at Auschwitz I, a smaller camp used largely for slave labor, and never entered Auschwitz II, also known as Auschwitz-Birkenau, where about 90 percent of the 1.1 to 1.5 million Jews and others killed in the camp were murdered.

The U.S. Justice Department documents tell a different story. One SS administrative document specifically notes that Breyer was an SS guard at Auschwitz II. Another indicates he served with a unit of the SS Totenkopf, or "death's head," that was assigned to guard Birkenau.

Kurt Schrimm, the head of the special German prosecutors' office responsible for investigating Nazi-era crimes, which has recommended charges be brought against Breyer in Germany, would not comment on specific pieces of evidence. But he said his office felt there was a strong enough evidence to prove that Breyer served in Birkenau.

"American authorities have been very cooperative in this case and have turned over a lot of evidence," he said.

Breyer did not respond to requests for comment; his attorney, Dennis Boyle, said that he was aware of the documents but would not comment on their possible significance. "We are continuing our investigation and have no comment at this time," Boyle said.

The U.S. Department of Justice used the documents as part of its unsuccessful decade-long legal efforts to have Breyer stripped of his American citizenship and deported. The U.S. case centered upon issues such as whether Breyer had lied on his immigration papers and whether he had obtained U.S. citizenship through his American-born mother. That legal saga ended in 2003, with a ruling that allowed him to stay in the United States, mainly on the grounds that he had joined the SS as a minor and could therefore not be held legally responsible for participation in it.

The German investigation, by contrast, tries to prove that Breyer was a death camp guard, and the documents are now being used to support that case.

The dossier is now with prosecutors in the town of Weiden, near where Breyer last lived in Germany. The prosecutors are reviewing whether there is enough evidence to charge him with accessory to the murder of least 344,000 Jews as Schrimm's office has recommended, and have him extradited from the U.S.

For decades after the war, German prosecutors were only been able to convict former Nazi guards if they could find evidence of a specific crime. But with the case of former Ohio autoworker John Demjanjuk, the legal thinking changed: Prosecutors were able to successfully argue that evidence of service as a death camp guard alone was enough to convict a suspect of accessory to murder.

Demjanjuk always denied being a guard anywhere. He died in March while appealing his conviction on 28,060 counts of accessory to murder. Breyer, however, acknowledges that he served with SS Totenkopf guard units ? although not the one that served at Birkenau ? and was stationed both at Buchenwald, a concentration camp located in Germany, and Auschwitz.

"I didn't kill anybody, I didn't rape anybody ? and I don't even have a traffic ticket here," he told the AP in an interview at his home in northeastern Philadelphia in September. "I didn't do anything wrong."

He said he was aware of what was going on inside the death camp, but did not witness it himself. "We could only see the outside, the gates," he said. The interview was the only one Breyer has given to the media.

Breyer was born in 1925 in what was then Czechoslovakia to an ethnic German father and an American mother, Katharina, who was born in Philadelphia. Slovakia became a separate state in 1939 under the influence of Nazi Germany. In 1942, the Waffen SS embarked on a drive to recruit ethnic Germans there. Breyer joined at age 17 and was called up in 1943.

In testimony in 2002, he told the U.S. District Court in Pennsylvania that he had been sent to Auschwitz from Buchenwald in May 1944, then was given leave in August and returned home. He testified that he stayed in hiding in and around his home until the Soviet army closed in.

According to Breyer, the town's mayor provided him a letter asking for authorities to excuse his desertion because he had been needed on the family farm. Breyer testified that the letter worked with Nazi authorities, and that he was able to eventually rejoin his unit fighting outside Berlin in the final weeks of the war.

The documents, however, call his testimony into question, suggesting he was at Auschwitz through the rest of 1944 and into 1945, which would have meant he was there during the time some 426,000 Hungarian Jews were deported to Auschwitz, 320,000 of whom went directly into the gas chambers in Auschwitz-Birkenau.

A form from SS administrative authorities, filled out on Jan. 17, 1945 in Pressburg, which today is Bratislava, Slovakia, indicates that the previous day Breyer was there in person and applied for ? and was granted ? financial assistance for his parents' farm while he was away serving in the SS.

And it notes that Breyer at the time of the application was based at "Auschwitz 2."

In a 2002 case in the United States, the judge questioned the trustworthiness of the document ? noting among other things that the birthdates of both of Breyer's parents were wrong, and the size of his family farm was written down as double what it actually was. In his testimony, Breyer suggested the document was "a fraud."

But a court expert testified there was no evidence of a forgery. And U.S. federal prosecutors noted that Breyer's date of birth, date of induction into the SS, profession, parents' names and hometown are all correct. They also cited Breyer's first interrogation in 1991, when he told investigators he had gone home after "they granted me vacation end January '45" ? which fits with the timeline of the document.

In the current German case, Thomas Walther, a former prosecutor in Schrimm's office, said it was also plausible to think that Breyer would have made his parents seem older, and his farm larger, in order to bolster the case for receiving assistance.

If nothing else, he said, the document and other evidence raise enough suspicion for prosecutors to file charges.

"Where this evidence fits has to be decided at trial, regardless of what the U.S. judge said the German court needs to decide," said Walther, who is now in private practice and represents several family members of Jewish victims at Auschwitz who have joined the investigation as co-plaintiffs as allowed under German law.

Weiden prosecutor Gerhard Heindl, who is heading the current investigation, said he could not comment on any evidence.

Another document, an April 26, 1944 letter to the SS administration in Pressburg from the leader of the pro-Nazi Slovakian "Deutsche Partei," makes a case to have Breyer excused from his duties to help on his family's farm, noting that he was assigned at the time to the 8th Company of the SS Totenkopf in Auschwitz.

The 8th Company was stationed at Auschwitz II during the time Breyer is alleged to have been there, according to camp orders cited by Raul Hilberg in his book "The Destruction of the European Jews."

A U.S. Army intelligence file on Breyer, obtained by the AP, from a 1951 immigration background check also lists him as being with the SS Totenkopf in Auschwitz as late as Dec. 29, 1944 ? four months after he said he deserted. The Army Investigative Records Repository file was obtained by the AP from the National Archives through a Freedom of Information Act request.

"Clearly we can't say what the result will be at the end of a long presentation of evidence to a court ? that's not our job," Walther said. "But our contention is with this evidence the state prosecutors must file charges."

NASA's TRMM satellite captured rainfall data on Tropical Depression Wukong as it struggles to stay together in the South China Sea. Wukong has been battered with wind shear for days and NASA satellite data still shows an area of moderate rainfall within the dying storm.

NASA's Tropical Rainfall Measuring Mission or TRMM satellite passed over Tropical Depression Wukong on Dec. 28 at 0328 UTC (10:28 p.m. EST, Dec. 27) and saw one area of moderate rainfall near the center of circulation. That area was generating a rainfall rate of about 1 inch/25 mm per hour. Most of the other precipitation in the storm is lighter and scattered.

On Dec. 28 at 0900 UTC (4 a.m. EST) Tropical Depression Wukong had maximum sustained winds near 25 knots (28.7 mph/46.3 kph). Satellite data helped pinpoint Wukong's center near 8.7 north latitude and 111.0 east longitude, about 280 miles (322 miles/518.6 km) east of Ho Chi Minh, Vietnam. Wukong continues to move to the west-southwest staying south of Vietnam.

Wukong is moving around the southern edge of a ridge (elongated) area of high pressure and being battered with moderate southeasterly vertical wind shear. According to the forecasters at the Joint Typhoon Warning Center (JTWC), the wind shear has exposed the low level circulation center.

JTWC forecasters expect the depression to continue moving west-southwest over the next day or two before finally dissipating.

Remember Lycos? It&#39;s Planning a New Search ... - The Next Web

Former search giant Lycos is planning a new search product for launch in 2013. While exact details as to what the product will actually offer are currently scant, CEO Rob Balazy has told The Next Web that it will offer content on the page itself without having to click off to pages in individual search results.

Lycos was a big name in search in the late 1990s. Along with the likes of Yahoo, Alta Vista and HotBot, it competed for our clicks as we browsed the Web, which itself was less than ten years old. When Google came along, quickly dominating the search market in many countries, names like Lycos slipped from the mass public consciousness. However, the company, complete with its canine logo, is still going strong, having been acquired by India-based digital marketing firm Ybrant Digital in 2010.

Currently, Lycos? search engine (seen in the screenshot below) is provided via a deal with Yahoo. However, 2013 will see a change, says Balazy.

?In the coming year you will see us introduce a new proprietary search product. I don?t want to say too much about it as it?s still in the planning stage but we have a vision to merge the notion of a search-type activity with a curated content experience.?

The idea of offering information related to your search results is hardly new ? Google has been doing this for some time, for example. However, Balazy sees a gap in the market for Lycos? approach.

?We think the benefit to the consumer is huge. It removes the process of trial and error from clicking on search results and hitting ?Back? in the browser.?

No matter how unique Lycos? solution turns out to be, the idea of Lycos getting back into the search game is a big deal. Is the company looking to tackle Google head on?

?I don?t think that we aspire to take on Google,? says Balazy. ?Google?s big push has been to index the entire Web and be the definitive ?Library of Congress for the Web?. We?ll focus more on the head terms, the search queries that are important and matter to people and really focus on the presentation layer, making the user experience really intuitive, really beautiful and take the same data-driving approach we?re doing with our homepage.?

So, what is Lycos these days?

I decided to speak to Lycos after recently receiving a PR pitch for its first iOS game, word-based guessing game Evincible. Balazy was brought in as CEO in April this year, having previously been CEO at semantic Web startup Inform Technologies. So, what does Balazy ? whose CV also includes an earlier stint at Lycos in a business development role in 2003 and 2004 ? preside over?

Visit Lycos.com and it?s easy to think of it as an old-style portal play ? and one-stop shop for users wanting quick access to news and a weather forecast along with a range of complementary services designed to enhance their online experience. Back in the 90s, portals were all the rage but they?ve fallen out of fashion in recent years, so who exactly is Lycos targeting?

?Our users continue to be mass market consumer Internet users. We have a big US presence and are pushing into localizing for UK, Germany, Japan and Australia. Throughout 2012 we?ve had significant momentum in each of those so I?m really pleased with that,? says Balazy.

?We want to the be the first place people think of when they want to do a search, or look for content or interact with the friends, business partners, peers and family. In that sense, I don?t think that the strategy has changed. I think that the way that we go about fulfilling that missions statement is evolving as the Web use-case evolves.?

So, Lycos is unashamedly a 21st Century take on the Web portal. Balazy says that the current iteration of its design is around two months old and that its development is based on an Agile, data-informed and iterative approach. ?It?s an app-like homepage, visually familiar to people in 2012.?

Lycos is a multi-headed beast. Visit its homepage, and in addition to a search box, you?ll find links to its other properties, like its Java, Flash and iOS-based games, its email service and its publishing tools ? most notably Tripod, a name that will ring bells with anyone who built their own website back in the late 1990s.

When the Tripod came

Back in its heyday, Tripod and its rival Geocities offered easy website-building tools and hosting services for the masses.

While Geocities has since kicked the bucket, and newer tools such as Microsoft Frontpage and Squarespace have attracted users with their own website-building offerings, Tripod lives on, accompanied by a newer Lycos service called Zeeblio.

Balazy says that Tripod is still ?doing really well,? with over 15 years? worth of content and 10s of millions of pages indexed by Google. ?It?s the little engine that keeps on chugging, in the sense that we keep signing up new users every day without making a push on the marketing side.?

Balazy says that Tripod has a dedicated team of around 15 people solely focused on adding new functionality and templates to Tripod. ?It?s been a very successful business for many years and want to continue that. We?re investing in the tools and we want to position our web publishing businesses as one of the premier places to build and a website if you want share photos or whatever on the Web.?

While search and publishing seem like a natural fit, gaming seems a little more of an unexpected addition to Lycos? offering. So, as Balazy sees it, what is Lycos in 2012?

?In a sentence, we?re a publisher, in a sense that we create content and a lot of that content is embodied in our game business. We?re an enabler of publishing in a sense that Tripod and Angelfire, and more recently Zeeblio are tools for users to generate content and then we?re an organiser of content across the Web, so I don?t think that our core mission has changed a lot. I think what we?ve done over the last year or so is to really focus on the things we think we can win at.?

How well is Lycos really doing?

While Balazy is happy to talk about Lycos? products, he?s not as forthcoming when it comes to discussing where the company?s revenues come from. After our chat, he provided the following statement:

?On top of the traditional search portal, Lycos offers some paid premium services and products alongside free, advertising-supported content and entertainment, in a variety of formats ranging from display standard sizes to video and special sponsorships. The way this is laid out varies per region and per product, and is part of our long term strategy.?

Similarly, Balazy won?t share any specific numbers regarding how many people are using Lycos, simply saying in his statement, ?We don?t have an update to share at this time. We are very happy with the trajectory of our user growth and we will of course update you as soon as we have news to announce in this area.?

While the tech press likes to constantly move on to the next big thing, seemingly irrelevant names like Lycos keep quietly chugging along as apparently viable businesses. Under relatively new ownership, Lycos seems keen to make that push back to mainstream relevance in 2013, and we?ll be keeping an eye on its new search product to see how it fares.

(AP) ? Hundreds of elderly and disabled New Yorkers who were hurriedly evacuated from seaside nursing homes and assisted living residences after Superstorm Sandy are still in a grim limbo two months later, sleeping on cots in temporary quarters without such comforts as private bathrooms or even regular changes of clothes.

Their plight can be seen at places like the Bishop Henry B. Hucles Episcopal Rehabilitation and Skilled Nursing Center in Brooklyn, which was full before the refugees arrived and is now swollen to nearly double its licensed capacity.

For eight weeks, close to 190 patients forced out of the flooded Rockaway Care Center in Queens have been shoehorned into every available space at the 240-bed Bishop Hucles.

Most still didn't have beds last week. Instead, they bunked on rows of narrow, increasingly filthy Red Cross cots in rooms previously used for physical therapy or community activities. More than a dozen slept nightly in the nursing home's tiny chapel.

Amid the overcrowding, a 69-year-old patient left the home unnoticed at 7:30 p.m. on Dec. 14, slipping past security measures intended to keep residents with dementia from wandering off. The facility didn't alert police until 5:18 a.m. She wandered for two days before turning up unhurt at a hospital in another part of Brooklyn, police said.

"It feels like a MASH unit here right now," said a staff member who spoke on condition of anonymity for fear of retribution. "People are working incredibly hard. The circumstance could not be more dire, and people are getting the best possible care we can manage."

In Queens, many of the roughly 160 residents evacuated from the Belle Harbor Manor assisted living facility were recently moved from a hotel to a halfway house on the grounds of the Creedmoor Psychiatric Center, a partly abandoned mental hospital.

Many Belle Harbor residents have been diagnosed with mild psychiatric disorders, but several complained that at the halfway house, called the Milestone Residence, they have been mixed in with more severely ill patients who were living there already.

Those in the halfway house cannot have visitors in their rooms. Residents have complained about things being stolen and people banging on their doors late at night.

"It was nothing but a shock when we found out we were coming here," said Belle Harbor resident Alex Woods, 57. He said that the staff has been kindly, but that adjusting to an institutional lifestyle has been tough.

"It's an infringement on your freedoms," he said, adding that he constantly felt "on edge."

Moments later, an administrator interrupted Woods' interview with The Associated Press and ejected a reporter from the grounds. She said residents could not meet with a reporter there without permission from the organization that manages the facility.

More than 6,200 residents and patients were evacuated from 47 nursing and adult care homes as a result of the Oct. 29 storm, according to New York state's Health Department.

Two thirds of those patients left after Sandy had already struck, meaning many were hustled out of flooded, muck-filled buildings in such a hurry that they were unable to bring belongings or clothing. Some left without identification.

At least six nursing homes and six adult care homes in New York City and Long Island remained closed as of Friday because of storm damage, according to state health officials. Seven other nursing homes had accepted some patients back, but not all.

The Health Department was unable to provide the AP with a total number of people still displaced, but said it had sent 500 adult home residents to four temporary facilities, including the Milestone Residence.

"These operators, in concert with the state Department of Health, ensured and continue to ensure that residents' safety and care needs continue to be met," department spokesman Bill Schwarz said in an email.

He said the state had recently provided money to buy beds for the displaced Belle Harbor residents.

A shipment of beds also arrived at Bishop Hucles last week. The nursing home is owned by Episcopal Health Services Inc. but is being sold to an ownership group that includes the operator of the Rockaway Care Center.

Episcopal Health spokeswoman Penny Chin said staff members from Rockaway Care had followed their patients to Bishop Hucles, and administrators believe there are enough personnel to care for patients safely.

"Is it ideal? Well, no," she said. She said patients should be able to return to the Rockaway Care Center in a matter of weeks.

Chin said she was aware that a patient had wandered off, but did not know the details.

Asked whether any effort had been made to transfer patients in a less-crowded facility, Chin said she wasn't sure, but noted that medical centers throughout the city are bulging.

St. John's Episcopal Hospital, the health system's flagship facility, had itself taken on 200 evacuated nursing home patients after the storm ? an outsized number for a hospital with 257 beds.

Rockaway Care's administrator, Michael Melnicke, who owns several nursing homes in New York City, did not respond to messages.

New York state's long-term care ombudsman, Mark Miller, said his office was attempting to get inspectors out to facilities dealing with evacuees.

He said his office already had some concerns about how the evacuations were handled. Initially, he said, operators of some facilities were unreachable, leaving the families of displaced residents in the dark about where relatives had been taken.

It was unclear when residents might be able to return to Belle Harbor Manor, which flooded with several feet of water.

Few if any residents have been able to fetch their possessions since they were rushed out without notice the day after the flood. Some are still spending most days in the clothes they had on when they left, and have to rely on donations from volunteers for changes of socks and underwear. Others have been unable to receive mail.

Rabbi Samuel Aschkenazi, president of the nonprofit company that runs Belle Harbor Manor, told an AP reporter he had been ill and didn't know what was happening to evacuated residents. He referred questions to another board member, who did not return a phone message.

Belle Harbor Manor resident Miriam Eisenstein-Drachler, a retired teacher in her early 90s, said that after spending three weeks in an emergency shelter inside a former armory, residents were sent to a hotel in Brooklyn's crime-plagued East New York section, where they were advised not to go outside because of safety concerns.

After weeks of sleeping three to a room, they were informed they would be moving again, to the grounds of the mental hospital.

"The people here are kind. But there is a tone of strictness," said Eisenstein-Drachler, who holds a Ph.D. from Columbia University. "I consider myself a mentally healthy person. What am I doing here?"

Constance Brown, a spokeswoman for the Institute for Community Living, the organization that manages Milestone, said that before the storm, the company had been shutting down Milestone and transferring its residents to apartments as part of a shift away from institutional living.

But Brown defended the site as a temporary home for the evacuees, saying they should be back in their former home by mid-January.

"CL Milestone and Belle Harbor Adult Home have residents with similar diagnosis, therefore it is not an inappropriate placement as staff is familiar and trained to deal with this population," she said in an email.

Geoff Lieberman, executive director of the Coalition of Institutionalized Aged and Disabled, an advocacy group, said finding facilities to accept displaced people in a disaster is a challenge.

"There is no one adult home that has anywhere near the capacity that you really need to safely and comfortably accept 100 or 200 other residents," he said.

Lieberman said some have wound up in better settings than others. Residents of the Park Inn Home, a 181-bed residence in Rockaway Park, were transferred to a retreat house in the Riverdale section of the Bronx, on a site overlooking the Hudson River.

"It's beautiful," he said. "People are still sleeping in cots. And that's been hard for everybody. But the food has been good, and I think aside from the fact that they don't have a bed to sleep on, they have been comfortable."
